Neither DriveSwap32 nor HotSwap! spins down my eSATA drive. As well, neither does RemoveDrive nor Sysinternals Sync (e.g., "sync -r -e g"). I have not been able to locate a download of sdparm.exe, and so have not been able to try that program.
My eSATA drive can be stopped by Device Manager "Disable," but Windows then requires rebooting, so the Device Manager procedure is no more effective or user-friendly than --
1) shut down the computer,
2) disconnect the eSATA drive, and
3) restart the computer.
The only remaining possibility that I know of is Microsoft's DevCon (
http://support.microsoft.com/?kbid=311272), but it is user-unfriendly and so I have not pursued it.
Of all such programs/procedures, USB Safely Remove certainly seems best.
The lack of eSATA spin-down concerns me. I cannot risk corrupting my data, and of course I also do not want to risk damaging the eSATA drive. Disconnecting a spun-down drive is more reassuring than disconnecting a drive which is still spinning!

Thank you for your question and sorry for the delay with the response.
In a common case it is normal that drive doesn't spin down, because stopping of the device leads to parking of its drive heads. However there some remaining amount of power feed the drive therefore it doesn't spin down.
Our feature "stopping via disabling" mainly intended for those drivers whose developers specified in documentation that these drivers can be stopped using "Disable" feature of the Device Manager. So I advice you to refer to the vendor documentation.
Next, may I ask you to test these to third party tools and tell me if they can spin down your device or not?
