Why does my external hard drive keep spinning even after the LED turns off on subsequent reboots even after using Disable Device? I have Seagate Backup Plus Hub and the lifetime updates version of Zentimo v18.104.22.1688.

Perhaps it's because you have the option "Power off the device after device stopping" disabled. If you need the devices are powered off after stopping or disabling enable the mentioned option and reboot your PC so that it apply.
I'm running Windows 10, that option is only needed for Windows Vista or Windows 7. The motor still turns off after recently stopping or disabling device until I reboot and after the reboot the LED turns off but the motor keeps spinning until I bring it back online and stop or disable it again. Can you add a Zentimo forum and move it there, this is a USB Safely Remove forum?
I enabled power off the device after stopping and then rebooted but each time I boot Windows the drive access LED comes on temporarily and then goes off due to device being disabled but the drive platters keep spinning and the risk of damage is high if the drive ever tips over.
