Been facing this issue for several years now but decided to post a thread here. This condition arises with internal HDDs/SSDs or any removable media. Sometimes it happens, sometimes not, but most of the time it occurs. A process called "System" always seems to be the culprit. So I need to click on "Forced Stop" if I'm in a hurry; otherwise, clicking on "Stop Again" just doesn't work until the process releases the drive after 5 or 10 minutes.
