Please Help

I plugged my external hard drive to my laptop (windows 10) and now every time I try to stop the hard drive, it says "It cant be stopped to close all applications" I have closed everything, I don't know what to do. My hard drive is still running, I don't want to just remove it. I need to safely remove it, can someone help me please.
