This is a behavior of Windows, not USB Safely Remove. Starting from Windows Vista Microsoft changed behavior to not turning off the power on USB ports on stopping. This is an appropriate behavior since all the modern drives have feature to automatically park their reading heads when you unplug the device. However I can agree with you that this is not good change of behavior.
