enable fixed drive letters

hi,

how can i enable old fixed drive letters ?
i have uninstalled usr and cleaned the registry (windows 7 64 bit).
reboot and make a new usr install.
in the windows 7 diskmanagement, the old fixed drive letters are free,
in the usr options, the old fixed drive letters are still maked as "fixed"

can somebody help me ?
